The water potential in Bali is indicated by the existence of 391 river basins, most of which are in southern Bali. Another potential comes from springs and groundwater through 9 groundwater basins in Bali. According to data from the Bali Penida River Basin, the potential for surface water is 6,545.96 million m3 / year or 207.57 m3/second and the potential for groundwater is 285.15 million m3 / year or is 9.04 m3/second, so that the total potential is 6,831.11 million m3/year or 216.61 m3/second. This existing potential has been partly exploited through infrastructure development such as reservoirs, long storage and reservoirs as community water sources. Besides that, the distribution of water to the community through local drinking water companies relies mostly on sources of groundwater. The increase in population as well as increasing water needs and limited availability, the efforts and strategies that need to be done through the development of regional water services based on service zones such as North Bali, West Bali, East Bali, Central Bali and the Sarbagita Zone.
