Ballast is a split stone which particle size is 2-6 cm. Ballast layer on the railways have 3 main functions,
which is distribute load from the upper components, transfer the water to the ground, and support the
railways upper structures. One of the problem on ballast layer is mud pumping. Mud pumping exist when
ballasts are accumulated with sand, mud, and water. Then the pore water pressure increase and ballast
layer bearing capacity drecrease. The occurrence of mud pumping will make the upper structures of
railways such as crack on the sleeper, rail bend, and track cant. This condition will increase the
derailment potency. In this study, ballast permeability test apparatus was made to determine ballasts
hydraulic conductivity. This apparatus will use to learn the correlation between ballast hydraulic
conductivity and fouling index. The result show that the purpose apparatus give the same value with
reference value except the value of moderate fouling index.
