ANALISIS PERBANDINGAN PERCEPATAN WAKTU PENYELESAIAN PROYEK DENGAN MENGGUNAKAN METODE FAST TRACK DAN WHAT IF (Studi Kasus: Pembangunan Gedung D4 Politeknik Negeri Bali)

Abstract

Delay is one of the factors causing project failure because it can result in cost overruns as a result of the
efforts made to catch up with the delay that occurred. Besides, delays can result in fines if there is a
government regulation that becomes the legal force for the project work contract. D4 Building of Bali State
Polytechnic Construction is a government-owned project that was being bounded by government
regulations, one of which is Presidential Regulation Number 70 of 2012 Article 120 concerning fine due to
delay. So, that acceleration is needed to avoid that sanction if there is a delay using the Fast Track method
or the What-If method. The purposes of this study are to determine the comparison between the Fast Track
method and what-if method to accelerating in terms of cost. Also to identify the effectiveness of the
acceleration resulted by using the Fast Track and what-if methods. This research is a descriptive
comparative study with a quantitative approach. The data used are secondary data obtained through field
studies in the form of documentation and non-structural interviews. Column work in B Building is used as
a calculation model after the PDM (Precedence Diagram Method) model has compiled. Based on the
research results, it can be concluded that the Fast Track method requires good management and
coordination skills between the executor and the foreman in order to anticipate delays up to 3 days with
preventing additional costs of IDR 93,931,851.15. Whereas the What If method is able to provide
consideration for actions to be taken to do an acceleration by addiing of working hours or the number of
workers and can anticipate delays up to 5 days with preventing additional costs of IDR 106,013,558.00.
